High quality, diverse research performed according to good scientific practices is valued at university hospitals because research is the most reliable means to improve the efficacy of patient treatment. For this reason, scientific research is also part of the everyday work at the Turku University Hospital.
All research at the Hospital District of Southwest Finland requires a research permission granted by the district. We ask academic researchers to apply for the permissions for themselves. For our industry clients we offer permission application and management services. Turku Clinical Research Center provides information and instructions on how to apply research permits. For research conducted with data from the Hospital District of Satakunta and the Hospital District of Vaasa separate research permissions must be applied (links , only in Finnish).

In order to maintain patient data confidentiality, Auria Clinical Informatics delivers patient data to researchers primarily as de-identified. The Finnish patient ID (henkilotunnus) is only used when it is absolutely necessary for the study. In both situations, the researcher undertakes to keep the information secret and handle them only in accordance with the instructions he has received upon signing the research permit application.
Social and health records are considered as confidential information. According to section 13 of the Act on the Status and Rights of Patients (785/1992), patient records may be disclosed for scientific research and compilation of statistics in accordance with the Act on the Openness of Government Activities (621/1999).
The secondary use of social and healthcare registers is regulated more thoroughly with the Act on Secondary Use of Health and Social Data (552/2019). The aim of the act is to enable efficient and secure use of the personal data generated in social welfare and healthcare. In addition, the acts aims at securing personal data privacy and the rights in personal data processing.
If data from other sources than patient records is needed then authorities may also grant permission to access confidential data for scientific research, statistical or planning purposes if it is evident that granting access does not violate the interests for the protection of which the confidentiality obligation has been mandated (Act on the Publicity of Official Documents 621/1999).
